Waye David, Labour MP for Caerphilly

Wayne David was first elected as the Labour Member of Parliament for the Caerphilly constituency in June 2001. 

He is the Shadow Minister for the Middle East and North Africa, having also served in that role between April 2020 and December 2021. He previously served as the Shadow Minister for the Armed Forces and Defence Procurement from October 2016 until he stepped down after the general election in December 2019. Between the general election and being appointed as Shadow Minister for the Middle East and North Africa, he was on the Defence Select Committee.

He has served as the Shadow Minister for Youth Justice, and at the same time was also the Shadow Minister for Political Reform in the Shadow Cabinet Office team and the Shadow Scotland Office Minister. Between October 2013 and May 2015 Wayne was the Parliamentary Private Secretary to Ed Miliband, as Leader of the Labour Party. For the two previous years, Wayne was the Shadow Minister for Political and Constitutional Reform after having served as the Shadow Minister for Europe between October 2010 and October 2011. He has also served as the Shadow Minister for Wales. 

Wayne was the Parliamentary Under Secretary of State in the Wales Office during the last UK Labour Government between October 2008 and May 2010. Between June 2007 and his appointment to the Wales Office, he was a Government Whip for the Department for Work and Pensions and the Wales Office. 

Before entering Government, he was a Member of the European Scrutiny Select Committee and the Standards and Privileges Committee. 

He is the Chair of the All-Party Parliamentary Group for Vietnam and is a member of the Executive Committee of the British Group of the Inter-Parliamentary Union.

Wayne has a long-standing interest in developing links with Poland and Bulgaria. Because of this he joined the All Party Parliamentary Group on Poland and served as its Chair. In 2006, he established an All Party Parliamentary European Union Group, which he chaired until June 2007. He has also been the Secretary of the Welsh Group of the Parliamentary Labour Party (PLP) and Secretary of the PLP’s Committee for the Department for Work and Pensions. Wayne was a Parliamentary Private Secretary to the Ministry of Defence Team and then to the Minister for the Armed Forces, Adam Ingram. In 2006 he resigned from this position.

Before being elected to Westminster, Wayne worked for the Youth Service in Wales and was based in Caerphilly. He had special responsibility for supporting voluntary youth organisations like the YMCA and the Urdd. 

For 10 years he was a Member of the European Parliament for South Wales. During his time in the European Parliament Wayne was Leader of the Labour Group and Vice President of the Parliament’s Socialist Group. He also played a key role in securing Objective 1 funding for West Wales and the Valleys. 

Prior to his election to the European Parliament, Wayne worked in Mid Glamorgan as a lecturer and organiser for the Workers’ Educational Association. He lectured on Trade Union Health and Safety and shop steward courses, and taught classes on a range of political and economic subjects. 

Born and brought up in a former mining community, Wayne comes from a mining family. He has lived in South Wales all his life.
